TV Scan Lines

Open
the image you want the scan lines on. TiP: to fit
the image to your screen, click the maximize button
(the square next to the X) then click your F4 key
Keep this open, just minimize it for now. |

Open a new document, File|New - RGB or Grayscale - make
it 1 pixel wide by 4 pixels high |

Zoom in - I zoomed in to 1600% because it is so tiny.
Select your paint color to black
Select the paint tool
Choose the smallest nib shape there is - the first one.
Click on the first half of your line, two clicks to
fill 2 pixels, the bottom half stays white |

Edit|create fill from selection (a save dialog comes
up, name it and save) |

Add a New Object, just click on the Icon at the bottom
of the Objects Docker |
|

Click on the fill tool and click anywhere in your image
to fill.

On the top of the object docker click on the merge
modes and change from Normal to Overlay |

Next to the merge mode is the opacity
slider, click on it and set to the desired look, I used
16%.
